Conciliation Summary
Yesterday, your Negotiation Team completed a day and a half of conciliation with the Employer and a Ministry of Labour-appointed conciliator. This followed five months of bargaining and a full day of mediation on October 17.
Conciliation did not lead to any significant movement on protecting high quality education and research, democratizing decision-making and addressing workloads. The parties have nevertheless agreed to resume conciliation on January 15, 16 and 17, 2025, and not to call for a No Board report prior to resuming conciliation.1
The APUO is now moving forward with the Special General Meeting on November 12 and the Strike Mandate Vote from November 12 to November 14.

A strong and clear strike mandate will show the Employer that we are united and committed to securing a collective agreement that address our key priorities.

1. As we wrote in our Bargaining update No 4 (September 18, 2024), conciliation is a third-party process managed by Ontario Ministry of Labour. Once requested by either party, conciliation is mandatory and continues as long as both parties find it constructive and helpful. If one or both parties conclude that conciliation is not working, they may request a No-Board report which shall be issued by the Minister. Once the No-Board report has been issued, there is a period of 17 days (during which negotiations and mediation are still possible) at the end of which: (1) the members may begin a strike action; (2) the Employer may impose a lock out; or (3) the Employer may unilaterally rewrite the Collective Agreement.
