Professional Expense Reimbursements (PER) During Transition to Workday
Members may recall a February 21, 2023 communication from the Employer explaining that several financial and HR systems would be unavailable for the period spanning from April 24 to May 5, 2023, as the university transitions to the new Workday system. The APUO has since received further clarification about the processing of Professional Expense Reimbursements (PER) during the transition period.
As you may know, PER funds may only accumulate for 3 years. Any unspent PER funds remaining from the 2020-2021 academic year would normally disappear on April 30, 2023. Given that between April 24 and April 30, 2023, Members were still able to spend PER funds but not able to request reimbursements for expenses incurred, the Employer has agreed to extend the deadline to submit reimbursement claims for 2020-2021 funds until May 19, 2023. Claims for expenses incurred prior to April 30, 2023, need to be submitted in Workday between May 8 and May 19, 2023. The refunds will be processed after May 19, once Financial Resources has calculated the appropriate amount to credit to the PER.
Should you have any questions regarding PER and/or the transition to Workday, do not hesitate to contact the APUO at apuo@uottaw.ca.

Federal Consultations on Insolvency Laws and Public Post-Secondary Institutions: A Good First Step
In our April Bulletin, the APUO provided an update about the ongoing advocacy to protect Canada’s public institutions from the precedent set by Laurentian University’s senior leadership when it filed for insolvency protection under the Companies’ Creditor Arrangement Act.
Under the organizing efforts of the Ontario Confederation of University Faculty Associations (OUCFA) and the Canadian Association of University Teachers (CAUT), post-secondary workers across Canada have been demanding changes to the Companies’ Creditors Arrangement Act (CCAA) and Bankruptcy and Insolvency Act (BIA).
On May 1, the federal government announced that a series of consultations about reforming the CCAA and BIA will be held over the next 30 days. We welcome these consultations and hope they will lead to the legislative reform needed to protect public colleges and universities. Members can read statements from OCUFA and the CAUT welcoming this important step to protect our public universities.
